Human judgment
A conclusion or decision entered by the person doing the work.
CURRENT BOUNDARY
When the evidence is thin, the answer should slow down.
- Unknown and unsupported values stay unavailable.
- Filing silence is not treated as proof that nothing changed.
- Movement in a record is not presented as carrier intent.
